Visa To Bulgaria > Bulgaria

Hello, guys! I am from Manila, the Philippines. On January 2006 I will be going baco to Europe and intend to go to Bulgaria for a side trip to meet a chatmate who lives in Sofia. My country does not have a Bulgarian embassy or consulate. How do you suggest for me to secure a visa to enter Bulgaria? I 've learned it is still not part of the Schengen Treaty. I have a Schengen visa that allows for my entry anywhere within the Schengen states. Should I visit the European Commission based in Manila? I really am lost and don't know how to enter the country.
